Will the stats be reset after beta is done and the full game is released, or will the stats be kept into the full release?

Nope, we will keep our stats going in to mems 
hopefully that is the case, would be kind of sad if they reset it unlike the original RS timeline after the beta

Never! Your player character can be openly exported at any time and ran on your own copy of the server here. Everything you accomplish now will remain on full launch.
