Hi guys, im trying to do the quest Vampire Slayer. I’ve spoke to Morgan in Draynor, and travelled to the inn, in Varrock but the NPC DR Harlow isn’t appearing. I’ve returned to Morgan to double check im on the right stage of the quest and he doesnt give me any more options.
I’ve checked each floor of the bar but can’t seem to find the Dr. Any info or help is greatly appreciated.

He is in the pub near Lumber Yard, just outside the Varrock.

Morgan does tell you to look for him in the Jolly Boar Inn. This is his original location from RuneScape Classic. He was moved to the Blue Moon Inn later.
When quest journals come out that will hopefully help issues like this.
Use Runescape Classic wiki to prevent minor differences from being problems when doing the other quests. Pretty sure free quests became how they are like in OSRS in around 2005.
