I’ve managed to get out of the mining camp with Ana in a barrel but have not started the riot. Irena isn’t interested in my barrel and I can’t get back in. Have I broken the quest?
I can’t re-enter the desert mining camp to start the riot to progress the case. I’ve tried climbing the rocks/obtaining a new key to pass through the gate but the gate will not open.

I think the steps when you talk to the sailing guy on the second floor were slightly different than the OsRS guide too for this quest.

I don’t recall a riot? You just put Ana on the cart and the guy takes you both out?
You have to lie to the cart driver and tell him there’s an impending prison riot, then he agrees to smuggle the adventurer out with the barrel.
How did you get Ana out of the mining camp if not via the cart driver?
make sure you go through the dialogue with every single NPC thoroughly because i’ve had to go back and do this to get through the quest.
I’m not entirely sure how the bug works but Rendi has a video on it from a few years ago if that helps you figure it out. I do believe the bug itself is actually authentic to 04 but I could also see where patching it out may be a good thing. Here’s the video link. I think the explanation may start around the 8:50 mark

No it was a while ago, but not to hard to figure out
I figured it out, you have to right click “search” the bookshelf.
