Hello the quest goblin diplomacy wont start i cant choose to help them they only say we busy
You need to Talk to the Bartender in Port Sarim Inn.
That is only difference in early RS2 Goblin diplomacy quest. Other then that, it plays really same. You can follow classic runescape quide Goblin diplomacy - RSC Wiki | RuneScape Classic
