Possible bug found with Ardougne general store

In RS Classic, OSRS and RS3, the Ardougne general store sells vials of water. But in Lost City 2004scape, the Ardougne general store sells empty vials. It would be surprising if the Ardougne general store suddenly switched to empty vials on release of RS2 and then switch to vials of water after that. Can anyone confirm if this is an error or if this is 2004-accurate?

the East Ardougne general store will have gotten 500 new waterfilled vials ready to be bought.

In Jan 2006 it was for sure waterfilled but at one point it was just regular vials (second link)

I made my way to Ardougne this weekend to buy vials of water, and came across the same thing you did. I have absolutely no proof, but I am certain they were in the Ardy general store in 2004.
