As discussed earlier, the reason not everyone got banned for breaking the official Jagex rules in 2004 is because Jagex didnt have the resources to enforce the rules on every one of their millions of players.

The mods here arent going to try to emulate the level of enforcement Jagex had, its just not feasible. Its easier to just enforce the OFFICIAL RULES as best they can

I dunno. Sounds like you are upset that you are receiving consequences for failing to read and constructing a conspiracy theory to justify your rage.

This is a skill issue. Start over and pay more attention, or go make your own server. The source is free to download.
