I know its not genuine but I had a suggestion could find a well and once it reaches 2B gp in donations dropped inside it anyone over 80 CB+ who donated over 1M GP has a very small chance winning a random rare (1 per 2B pool?)
Could also poll if they will be untradable?

Nah; just makes rares out-the-gate rich-exclusive and available to only whoever has large time investments. Nothing at all about that is good-will for something like a Party hat and probably would spike RWT demand.

This is totally unrealistic. It’s a soft imposition of skillcapes. The way I see it, party hats should be introduced without any monetary requirement.
Everyone should get 1 party hat and can do what ever they want with it. The other rares should be given out during the holidays. If this version is going to be as close to 100% then they should be in the game.
Making it so easily obtainable that it becomes irrelevant is my stance on this, otherwise it introduces a kind of economy entropy that is totally unmanageable.
You’re not getting tradable rares. If the Easter event wasn’t enough proof of that for you I don’t know what will be.
