Since quests aren’t unlocked, how do you unlock the rune ess teleport?

It seems Imp Catcher is a doable quests, what quests are available to do currently?

All of the f2p quests in the game are working. What you might be running into is the lack of quest journals – the game did not have these until July 2004: Update:Quest Journals and Chompy Hats - OSRS Wiki
