Just talk to Straven in varrock phoenix hideout after starting hero’s quest (no skill req’s are needed to start quest or do this part)
Then head to brimhaven via ardy teleport + boat, or glory teleport, enter the building with a food shop symbol (looks like a brown hide or mat) on the map and talk to Alfonse, etc., etc., etc.
