When a clue drops it should take the place of the primary drop not be a drop plus a clue. OSRS changed it to be its own drop so it always dropped in addition. Was never like that back in the day.
Hi Cow! Thanks for thinking of us and offering your input. Do you have anything you can point to for us to investigate this? If something is off we always want to correct it 
Here’s a Dec 2006 video showing a clue scroll in addition to normal drops, so there is a pre-OSRS source with the current behavior:

Thanks for the source! I’m guessing Jagex wasn’t always doing separate drops for all monsters (they were for some) and that update made it consistent for all. Unfortunately the post doesn’t mention what monsters were affected, but we have a thread to pull on…
