Is it possible to skip the quest if we buy 2 broken shields and hand em in?

Yes, our version of the quest is from before the half-certificates were implemented.

You can bring both shield halves to the museum curator and get a single certificate in return. Bring that to the king and it’s quest complete!

How come the curator doenst give any certificate?

You’ll have to have at least joined one of the gangs for the curator to accept your shield halves.
