Is the dev team going to implement the bad updates Jagex did? Like for example the trade restrictions or removal of the wilderness.
I know the goal is to continue past 2004 as a preservation so just curious if we make it to December 2007

Almost certainly yes. This will be interesting to see – I doubt the bulk of the community will want to play the progression servers past November 2007 (GE) or December (wilderness and free trade removal).
The preservation effort will carry on regardless, but the issue of where the 2007 servers will cut off is likely to be a hot topic. Keep in mind this is very far down the road.
The GE and wilderness/free trade are obviously non-starters but August 2007 gives us GWD which will be very divisive too. If we skip GWD we could still get clan chat.
If we take GWD we could also potentially get:
before we hit the Duel Arena restrictions and the GE.
Again this is all very (very!) far in the future but it’s great fun to speculate
Personally I am holding out for the preservation effort to hit the HD update in 2008. Probably an unpopular opinion especially considering the associated GE/wilderness/free trade baggage, but I really love the early HD graphics!
I think I would still be happy to play 2008 and doing BH pking with AGS but they should stop 2007 servers at August or September. I’m excited for the progression though.

Please never add G.E. It ruins player to player interaction and THE FEEL of MMORPG so much.
E: And neither duel arena restrictions or anything that ruins Wildy. Quests, GWD etc? Sure!
Ideally, I think everyone should be able to play whatever version of the game they want. Therefore I don’t mind if versions past what I personally care about get released. The only issue is fragmentation of the community.
