Someone please help with this pesky clue

I couldnt get the discord working so couldnt ask…
my clue scroll says:

02 DEGREES 48 MINUTES NORTH
22 DEGREES 30 MINUTES EAST

Now when I research where this is, its outside the HAM hideout that was added in later years. My guess was the empty hut that spiders surround on the lumbridge-draynor walk is the same place so I start digging there. NOPE. I feel like I’ve dug all surrounding areas and spent over an hour

The tile shown in that video is correct, but in 2004 you had to have a chart, watch, and sextant in your inventory to dig for coordinate clues!

Take your clue to the professor at the observatory and he can help you out.
