Yeah, I didn’t believe it at first either but yeah you can use a rune axe at any wc level.
You know they have a market where you can see offers? Almost like a grand exchange outside the game. When you’re playing on the client, look at the top where it says; Main Menu, Rules, World Map, Markets, Highscores, Etc…
Click on “Market” you can buy/sell and make listings and view other listings with it.

Axes have no woodcutting level requirement to use until 2005.

Nope. Jagex only missed the axes, not the pickaxes back then.
It didn’t seem to largely matter at the time, since Rune axes were notoriously difficult to obtain. And even those who could obtain them were high enough level, resulting in the oversight being like a tree falling in the middle of the Amazon forest.
